Update Node to 24

* There are warnings for Node 20 now, see
https://github.com/ruby/setup-ruby/issues/806#issuecomment-4038240742
* Node 20 is deprecated now and EOL in April 2026.
Node 24 has been available for a long time, so no runners should lack node24.

* For very old runners without node24 it's still possible to
force using node20 with `ACTIONS_RUNNER_FORCE_ACTIONS_NODE_VERSION=20`.

Node.js v12 reached EOL (end-of-life).

I think ruby/setup-ruby is ready to update Node.js to v16
because GitHub Actions runners support v16.

Fix bundler: with a minor version installing the wrong version
...
If passed `bundler: 2.2`, setup-ruby would install bundler 2.3, because
it would generate a constraint that looks like `~> 2.2`. This
unexpectedly installs the latest of the 2.x series, but the expectation
is that it would install the latest of the 2.2.x series.

Tweak rubygems input behavior

When a fixed version is passed, it should be the minimum RubyGems
version for the whole matrix, i.e., RubyGems should not be dowgraded
past the default version of the oldest Ruby in the matrix.
